Why Circle of Eagles Is Involved in Section 84
For over 50 years, the Circle of Eagles Lodge Society (COELS) has walked alongside Brothers and Sisters returning to community from federal institutions. For more than 25 years, COELS has played an active role in the Section 84 release process, working in partnership with the Vancouver Indigenous Justice Committee (formerly the Vancouver Aboriginal Justice Advisory Committee).
Through these partnerships, COELS has earned a national reputation for excellence in Indigenous community corrections. Together with the Correctional Service of Canada (CSC) and many community partners, we share a common goal: to improve Indigenous correctional outcomes while upholding our shared commitment to public safety.
We also recognize that the history between Canada and Indigenous peoples has not always been positive. Our involvement in Section 84 is not about blame — it is about truth, reconciliation, and rebuilding trust. These discussions create a path forward where we can work together to build a stronger, more balanced future for the next generations.
At the heart of COELS’ success are our Elders, teachings, and family values. Guided by traditional and natural law, we continue to restore balance by shaping programs that are culturally grounded, respectful, and strength-based. We operate as a family — never turning our backs on anyone — and we strive to transform the colonial justice system into one rooted in healing, accountability, and community.
Section 84 was created to ensure Indigenous communities have a voice and a role in supporting Brothers and Sisters as they return home. As CSC Commissioner Anne Kelly has stated:
“Community support under Section 84 of the Corrections and Conditional Release Act is going to be one of the keys to keeping the Indigenous population in prisons down.”
Research by CSC also shows that Section 84 participants are less likely to return to custody and remain in the community longer before any suspension compared to non-participants.
